ALS, retained draft, 1780 February 22 : Philadelphia, to the President of Congress.

Gerry writes: "I am informed ... that Congress have not yet considered ye Letter ... containing a Remonstrance against their Decision of ye proceeding Day, which I conceived had deprived me of an essential privilege of a Member of ye House. The reason assigned for this is that some of ye Gentlemen objected to my Mode of proceeding as unparliamentary and said 'that a Member who supposes his privileges infringed should remonstrate in his place and may there be heard."
